NOTICE OF RACE

1. ORGANIZING AUTHORITY
The Clube Naval de Cascais as Organizing Authority, with the sponsorship of QUEBRAMAR and of CHRYSLER JEEP IMPORT PORTUGAL and with the support of Câmara Municipal de Cascais, Estoril Tourism Bureau and of Marina de Cascais, announces the realization of the  VIII OPEN DE VELA DA COSTA DO ESTORIL, 7ª REGATA QUEBRAMAR – CHRYSLER, 4º CAMPEONATO IBÉRICO DE CRUZEIROS, 4º TROFÉU CONDE DE BARCELONA – D. LUIS I DE PORTUGAL
 
2. VENUE AND DATES
The VIII OPEN DE VELA DA COSTA DO ESTORIL, 7ª REGATA QUEBRAMAR – CHRYSLER, 4º CAMPEONATO IBÉRICO DE CRUZEIROS, 4º TROFÉU CONDE DE BARCELONA – D. LUIS I DE PORTUGAL will be held in Cascais waters, from 29 August to 01 September 2007.

3. RULES
3.1 The regatta shall be governed by:
a) The Rules, as defined in the ISAF Racing Rules of Sailing. 2005 –2008
b) The Prescriptions of the FPV
c) The IMS Rules
d) The IMS Regulations
e) The GP 42 Class Rules
f) The Special Regulations Governing Offshore Racing (ISAF) 2006, Category 4
g) This Notice of Race  
h) The Sailing Instructions, which can modify any of the aforementioned points, except (b).

4. PARTICIPANTS
4.1  Participation in this regatta is limited to
- Boats with IMS Measurement and Accommodation Certificate 2007, with GPH between 496 and 634.9 sec./mile.
-  Participation in this regatta is limited to GP 42 boats with GP 42 Measurement Certificate

4.2 IMS Groups
One group is established in the IMS Fleet, as follows:

Between 496 and 634,9 sec/mile 

4.3 Participation in the Regatta is also allowed for GP42 Class Boats with this class Certificate Measurement, as long as there are a minimum of 6 entries in this Groups. The classification for this class will be independent and in real time.

5.  ELEGIBILITY
Participants shall comply the ISAF eligibility requirements (Regulation 19) and the FPV prescriptions.

6. ADVERTISING
6.1. Participants will be able to display advertising as Category C, in accordance with Regulation 20 of the ISAF and the FPV Prescriptions.
6.2 In accordance Regulation 20, the participants shall display advertising, be placed in the forward 20% of the hull on both sides of the bow, provided by the Race Office once confirmed his inscription
6.3 The Organising Authority reserves the right to request the removal or substitution that, in its opinion, does not meet the generally accepted moral and ethical standards (Regulation 20 ISAF). In case of doubt, the Owner is advised to request approval as soon as possible and prior to the registration deadline.

7. PRE-REGISTRATIONS
7.1 Pre-registration Entries must be made using the attached form.
7.2 The Pre-registration Deadline is 28 August 2007 at 18.00 h.
7.3 Pre-registration form, together with a photocopy of the valid IMS Measurement Certificate 2007, as well as IMS the Accommodation Certificate photocopy, should be sent before the Pre-registration deadline to:

7.4 The Organizing Committee reserves the right to accept or refuse a boat registration.

8 REGISTRATION
8.1 Each yacht owner or skipper must personally register and sign the Registry form in the Race Office of Clube Naval do Cascais before 18:00 h on 29 August 2007.

8.2 Registration is confirmed if the following documentation is present before the time marked:
a) Valid IMS Measurement Certificate 2007
b) IMS Accommodation Certificate 2007
c)  In case of GP 42, Measurement Certificate of this Classe
d) Receipt to payment for valid Insurance Policy covering Liability arising from negligence and damage to third parties while racing, for the amount of a minimum cover of 336.134 Euros.
e) If advertising is displayed, Authorisation from the respective National Authority for the display of individual advertising allowed Regulation 20 ISAF for Category C Regatta
f) List of crew members with photocopy of passport or Identity Card or Federation License.
g) Safety List, duly filled and signed
h) Contact phone on land, including name and address of the contact person.
i) Liability Acceptation form.

8.3  No boat shall be registered if, after 18.00 hrs on 29 August 2007 have not been handed IMS Certificate into the race office (modifies Rule 78.2 RRS).

8.4  Delivery of Notice of Race and Sailing Instructions: The Notice of Race and Sailing Instructions will be handed over after the Registration Form has been signed in the Race Office, in accordance with paragraph 8.1 of this Notice of Race.

9. SCHEDULE
9.1 The event schedule is as follows.

9.2 Five races are scheduled. It will be necessary to complete one of them to constitute a series.

9.3 Sailing Instructions will give details about planned courses

10. INSPECTIONS AND MEASUREMENT. SAILS INVENTORY.
10.1  The number of sails than a boat shall have on board during the Regatta will agree with rule 205.1 of the Accommodation Regulation

10.2  Daily safety and measurement controls will take place during the regatta.

11. SCORING
11.1 IMS OPEN
The Low Scoring System described in Appendix A4 of the RRS will apply.

11.2 GP 42
 A High Point Scoring System will apply, the winner of each race will receive as many points as competitors are racing in his Class; the second scored will receive one point less; and so on. No score will be excluded
 
12. CLASSIFICATIONS AND COMPENSATION SYSTEM
12.1  IMS OPEN
12.1.1 Classifications will be established according the Compensation System as follows:
         a) Constructive courses
         b) Performance Line (PLS)

12.2    GP42
12.2.1 A Overall Results establishes in Real Time for boats of GP 42 Class

13. TROPHIES
The trophy list will be indicated in the ONB the day prior to the first programmed race

14. MOORINGS
14.1 For Portuguese Boats, whose entry in this regatta has been accepted, will have reserved moorings in the Marina de Cascais from 12.00 hrs. on 29 August, until 12.00 hrs. on 02 September 2007.
 
14.2 For Non Portuguese Boats, whose entry in this regatta has been accepted, will have reserved moorings in the Marina de Cascais from 12.00 hrs. on 27 August, until 12.00 hrs. on 02 September 2007.
14.3 The moorings will be occupied under the full responsibility of the skipper of each yacht. The previous and later dates before mentioned will be at expenses for the Owner or Skipper of each yacht. (Points 14.1 and 14.2).

15. SUPPORT BOATS
 The participants support boats, shall be request a mooring in the Race Office of Club Naval de Cascais before 29 August 2007.

16.  COMMUNICATIONS
16.1 The Race Committee will use the 69 VHF Channel for their communications.
16.2  All competing boats must be equipped with an operational on board, 25 watts WHF transceiver equipped to operate with these frequencies: VHF 16 (156.800mhz) 69 (156.425Mhz)

17.  JURY
An International Jury shall be constituted according to Appendix N of the RRS.

The decisions of the International Jury shall be final according to Rule 70.4 RRS.

18  CHARTS AND PUBLICATIONS
The following charts and nautical publications are recommended:

19.  MEDIA RIGHTS
The Media Rights belong exclusively to TERRA MITICA S.A. 
 
The participants undertake not to do or allow any act of reproduction, public communication or any distribution of images of the race, without previous authorisation from the sponsor (TERRA MITICA S.A,)

23.  LIABILITY
23.1  All boats participating in the race do so at their own risk and under their responsibility.

23.2  The Clube Naval de Cascais, the Organizing Committee, the Jury, the Race Committee and any person or entity related in the organisation of the event, disclaim any and every liability whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and at sea, as a result of taking part in the Regatta.

23.3  Attention is drawn to Fundamental Rule 4 DECISION TO RACE, of Part 1 RRS, which states:

 “A boat is solely responsible to for deciding whether or not to start or to continue racing”
